Special Events and Film Production Office
The City of Virginia Beach’s Festival Partnership Opportunity Program is now open for applications. Festival promoters and organizations that produce family-friendly festivals that appeal to a diverse audience may be offered City support to enhance the festival. The deadline to apply is June 7, 2024, by 5 p.m.
Submit a ProposalThe Special Event and Film Office manages the permitting process for various event types. The event team acts as a liaison between permit applicants and State and City departments to ensure a smooth process and safe event.
The office does not plan, present or sponsor events itself. Events in Virginia Beach are planned and presented by individuals, neighborhood associations, non-profit organizations, other City departments, local businesses, cultural institutions and professional event planners. The current City contractor for entertainment events in the oceanfront resort area is Beach Events.
Film Permit Application
The City of Virginia Beach shall permit the film production industry to utilize the variety of backdrops afforded within the City as locations for filming or videotaping, so long as the locations do not unreasonably with the public health and/or safety nor unreasonably endanger any property.
Outdoor Event Permits
The Convention and Visitors Bureau Resort Management Special Event and Film Office manages the permit process for outdoor activity on public and private property.
Parks & Recreation manages the outdoor event permit process for most City parks, except for those located in the Resort area.
Beach Weddings
Understand where beach weddings are allowed and when a beach wedding permit is required.
